Acceptance criteria:
Implemented Meteorologic data view in the Monitor section
Backed, "water-api" consumed science-api to retrieve meteorologic information by basin id with a provided timeframe (last 5 years, then years, etc.).
By default we will show the last 1 year of data, and the user will be able to select more or less datapoints.

Site historical temperature & precipitation
User will be able to see the average temperature and precipitation for a site in the form of a graph and a table that will give away more information such as: difference from last year same month, historical max, historical min)
Date picker to setup the timeframe
User will be able to setup the year to year on which he or she would like to see the information about.
